Lifehacker today reported a way to make free international phone calls via Iowa. You need to call an Iowa number first (712-858-8883), so long distance charges apply. From there, you can make an international phone call for free. I tried this through the free SkypeOut service (it is free until the end of the year). I was able to ring my parents' home in Turkey. There was no answer because they are travelling, so I can't report on the voice quality, but it seems to work.
